Flood ID

We need the Flood ID somewhere in the report

To do that we also need a flood naming convention since we don't have unique IDs yet

Convention:
'YYYMMDDHH-6-rw'

6 means 6 hourly snapshot
RW means the lowest admin boundaries.
Although, BNPB now have ID nomenclature/classification for DiBI system.
