Currently even IAM administrator can't change account aupSignatureTime, because there is no API to manage user AUP. For migration form legacy VOMS we should be able to synchronize also current AUP signature time
but in some rare cases I can imagine we may do manual changes (e.g. now I don't know how to clean AUP signature for one of our service account)
