Setup a public test repository with some data that exercises various corner cases.
Before implementing this, brainstorm with David + Yujan what corner cases we should cover.

I am thinking we can make a repo called innolitics/rdm-test-dummy. Perhaps to start we can make a few basic issues and PRs, and we can add more complexity as-needed.
