Installing docker and setting it up on debian

The installation is then followed by Linux post-installation steps, which include:

• Manage Docker as a non-root user
• Configure docker to start on boot
• sundry other issues (eg DNS, networking).

The reported issue related to permissioning problems. I'm not sure if Manage Docker as a non-root user steps were followed:

• if they weren't, that might be the issue;
• if they were, we need to find some way to properly identify/isolate, replicate and debug the issue.
