Disable `Win32-network` tests using `wine` on `hydra`

Win32-network tests deadlocks when run with wine (they run on a VM or real windows machine). Here's link to hydra and the PR.

It would be fine to just disable the test-Win32-network component on hydra, but I don't know how to do that.

In future, we'd like to test this on a real windows machine.

@disassembler is this the right channel for scheduling tasks for devops (that's what I was told by Chris)?
