Smoke tests workflow should re-download cardano-node files

When upgrading cardano-node smoke-test workflow fails since we don't re-download needed genesis, config and topology file/s if they exist already. When there are changes to these files cardano-node fails to start.
We should make sure the needed files are in sync with the version of cardano-node.
