[3pt] Manage publication through key/value pairs

• Remove publishLocal / publishRemote
• Make the publish field a list of objects {'cmd': ..., 'name': ...}
• Make the CLI option publish expect a list of names that will map to the publish field
• Specify the flag to the watcher as well (publication is not automatic for the watcher)
