Improve Linting Rules-Settings Documentation

Currently, the settings available for specific linting rules are only described in-code as they are defined (and sometimes not with actual explanations, only by naming)

This should be improved so that there is an exhaustive list documenting every setting available to the linter on a per-rule basis
