Add Window Handler to NetleniumServer

The ability to view opened window handlers (or tabs) should be available within the Web Service's interface.
- View a list of available Window Handlers by ID
- Switch to an existing window by ID
- Close the current Window Handle
- Close the session when all Windows has been closed
(?) Have the ability to open new windows?

Everything that has been missing has been implemented until commit 72158d9eb826fcc8ec43345b9532d88976ca25d7
