I would work under the presumption that you can use and modify this application within the confines of "fair use". You can't sell Monopoly, it is proprietary.

@admin96 does not matter if it implements monopoly or not, what's the license of the code? I wanted to contribute, but I don't know if I can. The code is there, but there is no license specified.

N.B. If no license is provided, all the contributions and modifications to this software are illegal.

And that's where a strange problem occurs - this project itself is sort of illegal because it violates the copyrights held by EA (etc) over Monopoly. However, it comes under "fair use" as long as it remains non-commercial. Same probably applies to any derivatives of this project.
