Person signed up but they can't sign in regardless of their email address being correct. Must be a tld issue

Derrick Caldwell was able to sign up as "derrick.caldwell@pittsburghpa.gov", but when he tried to sign in the db claimed there was no such user. Maybe a TLD issue or the "." in emails has been giving auth some trouble as well.
