Add command to delete users

We'd like to delete users that are not being synced from LDAP.
Currently, there is no command to delete users from DIM.

The LDAP sync handles deletion for users that were synced from LDAP, but are no longer present.
Would probably be easier to implement in manage_dim as well, ndcli would require additional permissions and the corresponding API endpoint.
