Add a link back to GLOS-hosted 2019 DMAC Code Sprint page for reference

From the home/splash page (https://ioos.github.io/ioos-code-sprint/), we should include links to individual year's sprint events, including the inaugural sprint that has materials hosted here: https://glos.org/2019-code-sprint/.
Ideally, we'd also have some interesting overview material describing the DMAC Code Sprint events' purpose, goals, partner/collaborates etc on the home/splash page and maybe even some cool photos or screenshots if available.
