Change Preview workflow trigger

Is your feature request related to a problem? Please describe.
We should change the preview workflow to something more manual. Currently it runs on every commit in a PR which leads to running out of preview and we need to wait some time. This is not really needed and we can just trigger the workflow differently.

I thought about two triggers: ready for review and a special comment like /create-preview
Describe alternatives you've considered
It seems to be common to look in the commit message for something like [skip ci]. But not really a good solution for us.
