[ioPay Desktop] Do not allow 2nd tx if the first one hasn't gone thru

When they test ledger's iotx-app, they found that ioPay allows user to click submit button multiple times even when the first submit hasn't gone thru yet. The expected behavior is, similar to Metamask, the user clicks the submit button which greys out while the tx is being handled, and becomes clickable only if the tx has been processed.
