Make the escrow endpoints follow the standard versioning convention

/starnamed/x/escrows should be /starnamed/v1beta1/escrows. The same change goes for /starnamed/x/escrow/{id} - replace x with v1beta1.

Blocked by #151 since dave can't generate the swagger docs on his machine. ie, Wait 'til #152 is merged before regenerating the swagger docs.
