Tests are broken

There are a host of environmental issues. Since there's been no code changes, this is very likely to be related to github test environment. On cursory glance, python 2.7 is deprecated. The other environment need to be updated too.

Once fixed, the tests need to be run on a periodic schedule. This will alert of these class of issues sooner.
