I have no experience with development on Windows, but it seems like you can get a free VM legally from https://developer.microsoft.com/en-us/microsoft-edge/tools/vms/. Not sure if there are any limitations to consider
If we can make it work, can look into setting up CI using https://www.appveyor.com/
