with a cause of "RESTART".
For now, this ticket should support Isis 1.13.0. ISIS-1495 (for 1.13.1) extends the Isis CausedBy enum to include "RESTART". When Isis 1.13.1 has been released this service can then be simplified back down again in a different ticket#8
