[casr-cluster] Support cluster merging

Add ---cluster-merge option or update --merge one for casr-cluster to support cluster merging

An idea is to combine/merge sets of clusters or their demdrograms from two different casr-libfuzzer/casr-afl runs with overlapping to get single set of clusters with saving old casreps and containing new unique ones.
