[Pick-up city/UBS/Order form] Error message under 'Вулиця' field is not displayed and 'Додати адресу' button is active on the 'Особисті дані' tab

Preconditions

1. Go to https://www.pick-up.city/#/ubs/order
2. The registered user is logged in
3. User have chosen services from the 'Деталі замовлення' page
4. "Особисті дані" tab is opened

Steps to reproduce

1. Click on 'Додати адресу' link under the title 'Адреса вивезення відходів'
2. Fill in 'Місто' field (e.g. Козин)
3. Fill in 'Будинок' field (e.g. 3)
4. Select a district from the 'Район' drop-down list

Actual result
When user skips a 'Вулиця' field, the button 'Додати адресу' on the 'Особисті дані' tab is not disabled:
a. the skipped field is not highlighted in red
b. under the skipped field user does not see an error message "Це поле є обов’язковим для заповнення"

Expected result
When user skips a 'Вулиця' field, the button 'Додати адресу' on the 'Особисті дані' tab should be disabled:
a. the skipped field is highlighted in red
b. under the skipped field user sees an error message "Це поле є обов’язковим для заповнення"
