Configurable phases (sets of filters)

It is not actually a defect, but enhacement suggestion...
It would be nice to add own phases -- named filters.
Also more complicated filtering would be nice (e.g. more than one of
severities, etc.)
The reasoning is:
* after the 'Rework Phase' I would like to make an 'Acceptance Phase',
where fixed issues could be properly marked.
* I would like to change the names of phases -- for my team we have
localized the severities, types of issues, etc. So using English phases
names is somehow strange.

We were looking for something related but more constrained: the addition of
a "Preparation" phase before the review, where explanations for the changes are
added. The annotations of this phase and then visible to all reviewers in the
subsequent "Individual" phase. This is one of the recommended practices put
forward
by a (rival?) commercial code-review tool provider.
