Open helpviewer from designerPlugins

The helpViewer with the doucmentation should be available to open from a designerplugin. Similar to the command from the pyhtong console, where the helpviewer can be openend with a specific collection and a specific link, it shoudl be able to open the helpViewer from inside of a designerPlugin.
