Add script to build liboqs library from source.

Notes for QA

  • Test new session + "Quantum enabled" status in the settings
  • Test WireGuard key rotation + "Quantum enabled" status in the settings
  • Test WireGuard connection

@gorkapernas This is available in TestFlight 2.11.0 (12)

Verified on the latest TF version, 2.11.0 (15), tested quantum resistant status with new sessions and with WireGuard key rotation, also tested the WireGuard connection during the past few days with and without V2Ray.
This looks good to go.
