RPMs place plugins in /usr/local

A package manager should not place files in /usr/local. Files controlled by the package manager are usually not placed in /usr/local. /usr/share/dcache/plugins is the appropriate location for RPM controlled plugins.
A site admin manually unpacking a tar ball would do so in /usr/local/share/dcache/plugins.

Agreed, this was a mistake in packaging (my fault) and needs to be rectified.
