迁移自动发版actions到softprops/action-gh-release

原有的action marvinpinto/action-automatic-releases 疏于维护, 过长时间没有更新,依赖项node16将被移除支持(并且对gpg签名的支持不好)
建议迁移到 softprops/action-gh-release上, 这个近期也有维护, 并且对gpg签名的兼容好, 如果commit, tag都有sign, release页面对应会有标识.
