--not-when-audio doesn't work with pulseaudio bluetooth sink

When I am attached to bluetooth with xidlehook running with the --not-when-audio flag, the audio playing over bluetooth doesn't seem to inhibit the hook from running.

I think I misdiagnosed - I think I was launching xidlehook before pulseaudio was started.
