[Feature Request] Individual Pokemon Transfer Thresholds (IV & CP)

Hey @jabbink and team,

Appreciate the great work. The bot is simple to use and has excellent documentation.
I love the evolve_before_transfer feature, a lot of thought has been put into the design of this bot.

I was wondering if we could specify Individual Pokemon Transfer Thresholds (IV & CP) in config.properties?

This would be helpful for target filtering Pokémons, like Magikarps with low CP for example.
