Newsletter doesn't seem to be working

Firstly thanks a lot for your awesome template!!
I have followed https://bael-theme.jake101.com/blog/2018-07-08-email-newsletter-setup-instructions
I can get the newsletter sign up confirmation email working. However, when I tested update notification through email by creating a new article, no updates were received on the registered emails. Am I missing something? Am I supposed to send out blog updates manually through SendGrid dashboard?

There were some issues with IP.
