Extending Fallback for Speech Provider on application level

we currently only have the stickiness for the ongoing call, but we already have a ticket to make it sticky till the end of the day if we receive 3 errors.
Use a fallback speech vendor if primary fails
we will add a checkbox to the web app to enable and disable this feature.
by default it's disabled
"After 3 errros use fallback creds until rest of the day" (to discuss)
the already existing functionality will not change it will just be extended through the toggle.
