Made some progress with commit 21a7091.

I will take a shot at extending this. In particular we should have something about how it's common practice to release inferred versions of ontologies, and this can be done with robot reason (or owltools for some ontologies).

Also common practice for many ontologies used by bioinformaticians to have an obo release. I can add a mention of this but the bulk of this could be in some external documentation.
