Web Browsers not allowing Screen Recording

Having an issue that cropped up all of a sudden. Was working fine around Feb. But this past week trying to allow screen recording for Chrome or Edge won't work. The user can check the box under Screen Recording and looks like everything is working normally but doesn't seem to change anything,. If you relaunch the browser and try to go back to screen sharing under the browser it tells you to go to the Settings and allow it and just keeps in that loop. The user is a standard user. The screen recording are instructors trying to use Blackboard Collaborate to record their screen while teaching. Safari seems to be ok, so not sure if this is a Chrome/Edge thing with macOS 12.5 or some sort of mixture with Blackboard Collaborate or what. Seems like a Chrome/Edge thing with macOS to me as the user was able to allow MS Teams to screen record and Safari worked.

Wouldn't think it would matter, but we are running the 2021 MacBook Pro's with 24core, 32GB, M1 Max. macOS 12.5 as mentioned.
I had users have the same issue a few months back. Not sure if you have had them try this as a workaround but cmd+q chrome/firefox/etc. then go into sys settings and uncheck the box if it is already checked and re-check the box. not ideal but the best i've got.
