Set static IP's for applicable nodes

Find out how to set a static IP for the following:

Ingress
Bastion
HTCondor Central Manager

This will make configuration much easier

Only necessary if a full tear down of nodes happens (applying over top of a running instance will keep the same IP). This is how Illume v1 ran, and we never had issues, so closing this issue for now.
