Use token auth for Condor

I couldn't get token auth to work with the default configuration, not sure what went wrong. According to these docs, one should be able to start up the CM and then auto authorize all new Condor clients within the time frame, but it wouldn't detect my submit and exec nodes. Currently using password auth following the quickstart guide.
