Create important volumes ahead of time, and attach them at deploy

By doing this, important volumes won't get deleted on a redeploy, and they will also automatically get reattached. This will get around the issue of needing to detach/reattach volumes manually during maintenance; they will already exist, so just reattach.

Make sure to set important volumes to NOT delete on instance termination.
