Deal with important volumes in a generic way (no NFS)

In my case, I have access to an NFS which I can use to mount the LDAP, monitoring, and home directories of users but this may not be the case for everyone. Design an alternative to deploy from scratch using OpenStack volumes and ensure they won't be deleted by re-provisioning.
If this isn't feasible, then make an NFS a hard requirement and add documentation on it.
