Set up JupyterLab with HTCondor

This is still in development, but there are groups that are trying to get it working, particularly this upcoming presentation.

This would solve a number of issues including:

• Using worker nodes for notebooks instead of the ingress
  • This also opens up the use of GPUs and even more CPU cores in notebooks
• Reduce the load on the ingress
• Potentially simplify the process of launching and connecting to a notebook
