folly fails to build on macOS (in CI)

folly, a dependency coming in through vcpkg, fails to build on macOS in CI. I don't have a mac for easy testing to figure out what's going on, so I've disabled macOS builds in CI for now. Help would be appreciated, by anyone with a mac and some interest or knowledge of vcpkg, folly, and C++ compilation.
