Configure, apply Ruff?

I propose we configure and apply ruff as a formatter and linter, but after reviewing and hopefully merging the other PRs I've opened.

Here's a proposed config, with the last commit being the result of applying that: alexbrasetvik/xcomfort-python#1

If that seems reasonable, I'll open a PR to this repo and xcomfort-python after the rest have landed. :)
