export `instanceOptions` to custom plugin?

What?

The instanceOptions means the options in hookIntoCompiler (compiler, options, plugin).

Why?

Give custom plugins the chance to access the real resolved filename/template data.

Right now you can access only plugin.options and plugin.userOptions
