Make ppa for ubuntu

some viewers asked for a ppa for ubuntu or debian.

At the time I didn't want to do that because I was affraid it'll be hard.
But it may be interesting to investigate none the less.

I looked into this on stream.
We managed to create a .deb file with help of some docker magic. But creating a ppa on launchpad is significantly harder due to poor documentation and excessive use of commands that generate templates for other commands, which won't work because template generation doesn't even work.

Maybe we could get this to work if we could get ourselves an example which uses haskell for building.

Unless someone will ask for a ppa by opening an issue, I won't fix this and keep using the releases.
