Cant apt-get update and upgrade

I tried to install cups and update the whole system. Everytime it says the command failed because it does not have enough memory. I am using a 32 gb sd card (class 10) with a rpi 3b+ and there is literally nothing on it except the chillipi kiosk. What could be the issue here? and how to solve it?
please help !!!

Apparently, this problem goes away when you expand the filesystem using raspi-config. It needs to alocate more space to root.
