Update Python Support

Here we want to do a couple things:

• make sure that Python versions still have upstream support
• add support for any Python version that has been released and is still getting security patches (concretely: add it to the test suite)
• remove support for any Python version that is outside of any security support window (concretely: remove it from the test suite)
