Prevent news messages from being deleted on news server

Currently, if the news extension is configured to be both client and server, "expired" messages (end_date in the past) would get cleaned up because iTop would compare against itself.
While it may be ideal to have some sort of setting to define which news source(s) the server provides, it may be even better to introduce a "manually_created" attribute (yes/no).
