R9000 Nighthawk - No response after 60 seconds. Bailing out.

Everything I try ends with No response after 60 seconds. Bailing out.

Ethernet cable
Waiting for connection
Advertising NMRP server
No response
I have followed the steps, including using blind mode and the Mac address. However, blind mode just endlessly transfers no matter how long I wait.
I can not connect to the router via website, IP, or, it would seem, NMRP. It still displays the NETGEAR45 Wi-Fi, but connecting to it does not allow me to do anything else to access the router. I have reset it numerous times, so there is no DHCP internet. I cannot find any IP pings for the router.
Is there a way to know for sure if it is the bootloader? Would it still display the WIFI if the bootloader was gone? Are there any other options to try?
If the bootloader was truly broken, then I wouldn't expect it to display the Wi-Fi, as that requires a successful boot.
I'd say it's more likely that there's a hardware issue with Ethernet, which could also break the Wi-Fi config (since LAN and Wi-Fi are usually configured as a bridge interface).
Only way to be sure is to pop it open and look at the UART output.
