Quoted Exceeded error message

After setting the API key with Sys.setenv(OPENAI_API_KEY = "sk-XXXX" any prompt returns the following error:
I've tried a couple of accounts, they all return the same error regardless of user history.
Are there other conditions besides exceeded quota that could trigger this message?
