Provide macOS wheels?

I have to find out if one set of macOS wheels will cover a suitably wide set of installed macOS versions though.

Windows need too.

There are a few MacOS wheels provided for 1.15, but there are build failures against python 3.9 and newer, so I don't consider this entirely done.
