No response when clicking on Release Notes in readme.md

Issue Description & Expected Outcome:
Clicking on the Release Notes option in the readme file does not navigate to the release notes section of the file.

Symptoms:
No response following click on 'Release Notes1 link at the top of the readme.md file.

Steps to Recreate:
Click on Release Notes link

This stems from the fact that this section of the readme.md is actually named Change Log instead of Release Notes.
