Cancel default click action only when movement happens while the mouse button is down.

Actually, the "lazy drag" is now implemented, but not yet used. Possible cases where it could be used to conditionally override default behavior:

  1. click on links
  2. click on form elements
  3. zoom in/out when viewing image
