Make Siero Japanese-friendly

This is a proposal to make Siero more friendly to Japanese crews.

Generally, this is the work that needs to be done:

• Add a language field that can be stored in the profile table
• Add columns to the sparks table to add Japanese item and recruit names
• All commands need to be modified to respect the user's language

Open Questions:
In bilingual crews (like ours) is this a good idea? Japanese players might be more likely to know English names than vice versa. (Counterpoint: Language should be able to changed at any time, so it maybe isn't an issue)
